Who Pays the Price? Overdraft Fee Ceilings and the Unbanked

Nearly 25 percent of low-income households in the United States are unbanked. High fees often cited as a reason they remain unbanked, leading some to believe that limiting bank would improve financial inclusion. We use federal preemption state limits on overdraft study impact fee ceilings households. After preemption, national banks raise relative state-chartered affected states. However, states also provide more credit and bounce smaller share checks following preemption. The unbanked decreases, consistent with price causing rationing both banking services.
